Big leap for Australia... ?

The first Solar Tower is going to be built in Australia. It should generate enough electricity for a 'city' with population of 200,000. However, it costs a fortune, won't be ready till 2008 and contributes only a little to the natural energy generation target for 2010. Why don't they make solar panels mandatory on all new homes? That would be of more benefit sooner, with less effort, than a project that is due in 2008.
